TNPCB, District Authorities Unable to Stop Illegal Construction

Cuddalore, 19 August, 2006 Cocking a snook at the Tamilnadu Pollution Control Board, the Factories Inspectorate and the District Collector, bone meal manufacturer Pioneer Miyagi Ltd resumed illegal construction of a new factory secure in the knowledge that no authority will intervene. The company does not have a consent to establish from the Tamilnadu Pollution Control Board. Commenting on a petition on illegal constructions, the Madras High Court Chief Justice A.P. Shah is reported by New Indian Express to have said on 18 August that he has seen the practice of putting up constructions first and obtaining permissions later or applying for regularizations later to be rampant in Tamilnadu alone. “Whenever there is a demolition drive, it must begin with big criminals and not with small ones,” he said.

The company began illegal construction in late 2005. It was first reported by SACEM to TNPCB on 28 May, 2006 . On 29 July, 2006, a public hearing panel of eminent persons from Chennai observed the illegal construction at Pioneer. A complaint was filed once again. The District Authorities and the TNPCB attempted to take action once again. But the company clearly has high-level political connections. Complaints have been sent today to the District Collector and the Tamilnadu Pollution Control Board.
